PoS geo-fencing deadline extended as CBN grants operators more time for compliance

The Central Bank of Nigeria (CBN) has extended the PoS geo-fencing deadline to July 31, 2026, giving banks, mobile money operators, fintech firms, and other payment service providers additional time to comply with regulatory requirements. The extension was announced in a circular issued by the CBN’s Payments System Supervision Department and signed by its Director, Rakiya Yusur.

The apex bank also increased the approved geo-fence radius for Point of Sale terminals from 10 metres to 70 metres. The revised PoS geo-fencing deadline is expected to allow operators resolve technical and operational challenges before enforcement begins. The policy forms part of broader efforts to strengthen oversight of Nigeria’s digital payment system.

The CBN first introduced the geo-fencing framework through a circular issued on August 25, 2025, as part of its migration to the ISO 20022 payment messaging standard. The directive required all PoS terminals nationwide to be geo-tagged and linked to approved merchant or agent locations. The policy affects Deposit Money Banks, Microfinance Banks, Mobile Money Operators, Super Agents, Payment Terminal Service Providers, Switching Companies, and other licensed participants within Nigeria’s payment ecosystem.

According to the CBN, geo-fencing is intended to strengthen transaction monitoring, reduce fraud, improve payment security, and enhance regulatory oversight of electronic payment channels. The geo-fencing deadline has therefore become a major compliance issue for operators across the financial services industry.

In the circular, the CBN stated that stakeholder engagements and operational concerns informed its decision to revise the implementation timeline. The apex bank approved an increase in the geo-fence radius from 10 metres to 70 metres.

The circular stated: “Geo-fence radius is hereby increased from 10 metres to 70 metres.” The bank also announced that enforcement of the framework would now begin on August 1, 2026, while evidence of compliance must be submitted not later than July 31, 2026.

According to the CBN: “Enforcement of PoS Terminal Geo-fence is extended to August 1, 2026.”

The regulator directed affected institutions to submit proof of compliance to the Payments System Supervision Department before the deadline. Financial institutions were also instructed to resolve outstanding operational issues with the National Central Switch to facilitate implementation.

The revised PoS geo-fencing deadline follows concerns raised by operators regarding implementation challenges linked to terminal location accuracy, system upgrades, and operational logistics. Industry stakeholders have argued that the additional time will help operators complete technical adjustments without disrupting payment services across the country.

The extension may help financial institutions improve compliance while avoiding disruptions within Nigeria’s rapidly expanding digital payments sector. Analysts believe the wider operating radius could also reduce practical difficulties faced by merchants and agents.

The PoS geo-fencing deadline remains important because the framework is designed to ensure terminals operate only within approved locations linked to registered operators. Regulators believe this will strengthen fraud detection and improve payment system integrity. The policy comes as Nigeria continues efforts to improve financial system security amid the growing use of PoS terminals and digital payment channels nationwide.
