Nigeria-based energy infrastructure company, Oilserv Limited, has signed a Memorandum of Understanding, MoU, with the Government of Gabon to establish a framework for developing and commercialising hydrocarbon resources in the DEF-3 and D4-5 blocks.

The agreement is expected to support Gabon’s energy development plans and comes as the country’s hydrocarbon and gas infrastructure market is projected to reach $2.12 billion by 2031.

The MoU provides a framework for developing the identified assets and associated infrastructure needed to bring them into commercial use. It includes plans for gas transportation, compression and treatment infrastructure aimed at improving gas supply for thermal power generation and supporting wider industrial activity.

Speaking at the signing ceremony, Gabon’s Minister of Petroleum and Gas, Clotaire Kondja, who signed on behalf of the government, described the agreement as an opportunity to deepen regional cooperation and create additional business opportunities across Africa.

Kondja stressed the importance of partnerships that can convert the continent’s natural resources into sustainable economic value.

He also called for more flexible and investment-friendly policies across Africa, particularly to address skills shortages and capital flight.

According to the minister, policies that encourage investment, retain capital within African economies and develop local expertise will be important to accelerating infrastructure development.

Chairman and Group Chief Executive Officer of Oilserv Group, Engr. Dr. Emeka Okwuosa, CON, said the agreement marks the company’s expansion into a new market and places it across several areas of the energy value chain, including resource development, energy infrastructure, gas monetisation and energy security.

Okwuosa said Oilserv would bring its technical capabilities, integrated services and experience delivering complex energy infrastructure to the partnership.

He described the engagement as part of the company’s evolution from conventional project delivery towards integrated energy solutions designed to connect resources with infrastructure, industries and markets.

The Oilserv chief executive said strategic partnerships would become increasingly important as African countries seek to use natural resources to support industrialisation, improve energy access and strengthen economic resilience.

“We are not only building infrastructure; we are helping to build the energy systems that power Africa’s future,” he said.

The MoU follows Oilserv Group’s participation in the Africa Oil & Gas Week Energy 2026 Conference in Accra, Ghana, where discussions focused on gas infrastructure, midstream development and the commercialisation of Africa’s gas resources.

At a plenary session on moving gas from discovery to market, Managing Director of Frazimex Engineering, Engr. Chuka Eze, highlighted the need to accelerate infrastructure development across the continent.

Drawing on the group’s experience in gas infrastructure, Eze pointed to continued gas flaring despite Africa’s demand for reliable domestic energy.

He identified commercial pressures, infrastructure gaps and operational challenges as some of the obstacles to effective gas monetisation, while stressing the need for supportive policies and contractors with the technical expertise to execute complex projects.

Eze also advocated country-specific energy strategies that take account of available resources, with gas playing an important role in power generation and industrial development where adequate infrastructure is available.

Oilserv cited its involvement in major projects, including the AKK and OB3 gas pipelines, as examples of its experience in large-scale energy infrastructure.

The company also highlighted its participation in the development of more than six power plants, including Geometric Power, as well as work on Lagos’ gas distribution network.

According to the group, Africa’s gas resources can generate greater economic value when infrastructure connects them effectively to households, industries and markets.

The company said its growing continental footprint reflects its focus on combining indigenous engineering expertise with international-standard capabilities to develop energy infrastructure and support the commercial use of Africa’s natural resources.
