Arewa Group Commends Tinubu’s Oil Revenue Order, Calls for RMAFC Inclusion

The Arewa Think Tank has praised President Bola Tinubu’s recent executive order on oil and gas revenue remittance and urged that the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) be incorporated into the order’s implementation committee, the group said in a statement on Tuesday.

President Tinubu recently signed an executive order mandating that **oil and gas revenues be paid directly into the Federation Account to strengthen national earnings and curb revenue leakages, according to reports.

The directive was issued under Sections 5 and 44(3) of the 1999 Constitution (as amended), reflecting federal authority over natural resource revenues.

The Arewa Think Tank’s statement was issued by its Convener, Muhammad Yakubu, from Kaduna, following the president’s signing of the order amid ongoing discussions about oil revenue management in Nigeria’s fiscal framework.

In its statement, the group described the executive order as a “bold and timely intervention” that aims to enhance transparency and accountability in the management of oil and gas revenues.

It commended the president for taking steps to strengthen the Federation Account and protect the share of revenues due to the federal, state and local governments.

However, the statement noted that the RMAFC, a constitutionally established body responsible for monitoring revenue accruals into and disbursement from the Federation Account, was not included in the implementation committee established under the executive order.

The group appealed to the president to include the RMAFC in the committee, citing its statutory mandate as key to ensuring credibility, transparency and institutional balance in the implementation process.

According to the statement, the commission’s constitutional role in monitoring Federation revenues means its participation would be indispensable to achieving the order’s objectives.

The group emphasised that broad‑based institutional collaboration would support the effective realisation of the executive order’s goals by involving all relevant constitutional stakeholders in managing oil and gas revenues.

The Arewa Think Tank’s remarks reflect a segment of public discourse on the management of oil and gas revenues and how executive directives are administered.

Including the RMAFC in the implementation framework could align statutory monitoring roles with executive action in revenue administration.

The executive order itself has drawn attention from various quarters, including defence of its constitutionality by government officials and debate over its effects on petroleum sector revenue flows
